Title: XPCP phase coupler - what should LED do?

I've got an XPCP phase coupler, but I don't think it's working.  I'm still not seeing any coupling of my 2 phases.

I've got it installed correctly - it's bridging a 220v 2 slot breaker.  I'm wondering if it was DOA - it has an LED on the top, but it doesn't light at all.  The install directions call it an "Inactive LED".  What exactly does that mean?  I expected it to be a bit of a pilot light indicating X10 traffic much like the wireless remotes do. 

Should this LED be on or should I see it flashing at all?  Since it makes no change, I'm thinking it may not work.

There is no active circuitry in the XPCP to drive the LED.  It looks like X10 used the same case molding that is used for some of their switches, and included a "dummy" LED to fill the gap where there is a functional LED in the switches.

I can verify what Jeff said. It is a dummy and never lights. Mine is the same just a blank where an LED could be in other models that used the same case.
