Title: Noob needs help - USB tranceiver broken.

Good day all.
Years ago I bought some x10 walloutlet connectors, some marmitec dimmers and a USB tranceiver, my gues is CM15A, not sure. Years ago, the usb tranceiver broke, and a quick search made my life misserable, i couldn't find it anywhere in my country. Now, I am looking for it, but it is very hard to find, especially with a EU connector, all of them are out of stock. Do you guys know what I should buy? Maybe there are new models that I can connect to a pc and  push X10 commands to my mains? Now all my dimmers are stuck (luckily i have switches in front of them, so i still can turn them off)

Since you bought from Marmitec the interface most likely was the CM15Pro.
Marmitec sold its HA division to Haibrain.
Currently this item is out of stock but you may be able to put your name on one for when they get more in stock

so, do i understand correctly that the cm19 will send the commands wirelessly to the tranceiver, wich puts it on the mains?

Correct.  CM19 is an RF transceiver.  You will need a PLC transceiver like a TM751 or RR501 (except EU of course).  I'm not familiar with EU components, but it looks like the TM13EFL might be what you'd need.  Hopefully someone can verify or provide a better option.

Correct as bkenobi stated.

 It works with the AHP software, however since it has no memory you can't download to it.
All macros and timers must be run from the PC.
The tm13EFL I linked to is a all house code version if set to "P"

Has anyone verified. The European AHP will work with their CM19 version?
I know our version has it not sure if theirs ever had it added.

AHP code for device communication is exactly the same for the European version.
X10WTI supplied several versions of AHP the only difference other then modules is the registration and file names.
I've had several European users on my forum that converted to the North American version in order to fix some issues with the 3.316 build
3.318 was never coded for Europe as far as I can tell, however renaming some configuration files may  give one a European 3.318 build.
It has been some time since I played with both versions or even looked at the master code.
