    what does it do? I can't find instructions for it listed.

The CM19A is an RF receiver and transmitter.  As a receiver it's normally used in conjunction with an X-10 Universal Remote for their entertainment products.  As a transmitter it can send X10 RF signals to an X10 powerline transceiver or  RF receiving devices like the X-10 Ninja Pan 'n Tilt camera platform.

The CM19A (FireCracker)  is a computer Interface transceiver that sends and receives RF signals.
It works with PanTilt software to control the Ninja robotic camera mount and the motion detector feature of MultiView software. The CM19A can also be used with the FireCracker software to control transceivers such as the RR501 or TM751 for home automation.
Note: The software is for Windows machines.
