What type of call would you like to make!
A fax call? this is easly done with rasdial (included with windows ) !
A voice call ? it can be done with Alertdialer!(a thirdpary addon)

You need to make a macro and from advance functions drag in Windows Command you can open your dialing program. but in order for it to dial automaticaly you need to make a batch file and calll it with the windows command!
Do you have a voice modem? If so Alertdialer will do this and send a preprogramed voice message at the end of which you can send back an X10 command .
