I thought the PZZ01 also passively coupled the phases.  Shouldn't the noise be present on both?
Is it possible that you only connected to the phase that is being used for X10?

A noise source outside the house could be coming in predominately on one phase.  What I described previously is the PZZ01 coupling that noise over to the opposite phase.  Since the noise in my lab gets worse when the breaker powering the PZZ01 is turned on, that is apparently what I see here.

The PZZ01 (actually the Leviton 6284 version of the PZZ01) is wired to both phases.
