What type of light bulb is in the light?
Are there any zones showing problems?
When you arm with delay the lights are supposed to go on for a minute then go off. Is that where the problem is for you?

I don't use the delay, I use a regular light bulb, any thoughts!

Do you have the LM465 on the Security Code setting the console is set to?
Have you tried leaving the LM465 on the consoles house code but on a different unit code? That would show if an All Lights On command was being sent from maybe the console.

Did we try changing the House Code on the lamp modules only. So it doesn't match the consloes House Code. So the console should not control them at all?
Do you have any PowerFlasher Modules?

Did you try anything that has been suggested? Can't help until you start narrowing things down.

Did you try a different House Code that is not in use by anything else?
That way it should never light. If it does. We have some deep troubleshooting to do.
