ATT Uverse not dialing

I've read through all the existing posts but did not find one with all the symptoms. My DS7000 worked with my DSL line but when I tested it with ATT uVerse (got a month ago) it does not dial out.  Phones show line is in use. When I pickup another line before the dial starts, I hear the number dialing, but dial tone does not go away. When I pickup the second phone halfway through the dialing sequence, I hear the last part of the dial, but the dial tone does not stop.

I tried adding a DSL filter and to reverse Red/Green as mentioned but my phone dials either way and the DS7000 still does not make tones that cause the dial tone to go away and start dialing.

Help.
