In reading all I can all the posts on this topic, it is still unclear to me what this "Cell Standby means"

If I cannot turn it off then - to me - I cannot use this device on an airplane (one of the reason to purchase)

Cell Standby seems like just a bad choice of words as there is no G3 or G4 available on the AirPad thus it is not a Cell Phone.  It does have Wi-Fi which can be turned On and Off and in fact is Off by default.

Most likely the Cell Standby and the reference to Airplane mode are merely due to the fact that Gingerbread is a mobile phone OS which has been used in this non phone device which runs Android Apps.
