Soft start was fixed a few revisions back.
You now have a module list called Old lamp (before soft start) for the older modules.
The Lamp List is for the soft start modules and uses the Extended mesages. The older list uses multiple dim and bright commands.

There is a bug on the list for this, but only for the SDK.
AHP will send "Traditional" or "Extended" commands based on the module definition.
Modules in the "Lamps" category will get Extended commands, modules in the "Old Lamps - No SoftStart" category will get "traditional" commands.

Why doesn't AHP simply list the modules separately like they used to? "OLD" simply means "Lamp Module". The "2-Way" profiles have never worked for me anyway no matter what module I use (I have over 60 modules of various age, brand, and format).

I'm not sure what you mean.
Around 2008, X10 changed the design of the Lamp modules (and wall switches), but left the model number the same.
The older ones didn't have SoftStart, and behave differently from the newer ones.
Without a separate category to define them, there is no way for AHP to know which ones you have, and address them accordingly.
The simple test to figure out which ones you have is this:
Watch the module as you turn it on. If it slowly (takes about 1.5 seconds) dims up to full brightness, then it is SoftStart. If it comes to full brightness instantly, it is NOT SoftStart.
The SoftStart ones can be addressed using Extended Dim commands, which lets them get to a specific absolute brightness from anywhere. The older ones could only dim up or down relative to the current level.
To get an older module to come on dimmed to 50%, for example, you would need to brighten it to 100% first, then dim it by 50%.
The new ones can go straight to 50% (or any other level) straight from their "OFF" state.
