I just tested my PF284 with AHP 3.318 and it does see the power line signals from it.
Have you verified with the test button it is sending? This would also see if you trigger signal was working.
Have you change anything in the house that maybe causing power line signal problems between the PF284 and the CM15A?
Moving the PF284 to a few locations in the home and using the test button may show you have a dead spot where it normally is used.

I was testing in mode 3. If you want me to try a different mode. I can do that.

I haven't tested my PowerFlash lately (it has a short jumper between the contacts, and is used to trigger macros in the CM15A after a power outage ends).
However, since all it does is put out a PLC signal (just like a mini-controller or any other PLC transmitter would), I don't see any reason why 3.318 wouldn't see it,  but would still see all other PLC signals.
