Two modules won't respond to AHP

I have three modules in my living room that won't kick on with AHP.  All other modules in the house are responding normally, and those two will work with the Insight remote.  The two units are WS-13As set to A2 and A3 and the SR 227 is set to A5.  Help me out!

AHP with which Interface?
CM15A Interface or the CM15K that is the CM19A Interface with TM751 Tranceiver?
Do you have more than one TM751 in the house?
Are all three modules on the same circuit of the house?

What version of AHP are you using?

I have a CM15A Interface with one TM751 Transceiver, (same house code as the modules I'm struggling with). 

I'm using AHP 3.318.

They are all on the same circuit.

Since you have AHP/CM15A  try putting the TM751 on a unit code that is higher than the modules.

I tried changing the code on the TM571 to a higher house code without luck.

Since you have AHP/CM15A  try putting the TM751 on a unit code that is higher than the modules.

Having a TM751 on the same HouseCode won't interfere with AHP sending PLC commands, unless you are also sending RF commands at the same exact moment.
At the same time, however, the TM751 won't do anything to HELP PLC transmissions from the CM15A, either.

I'm not sure why Dan suggested changing the UNIT code on the TM751 - the TM751 is hard-coded to Unit 1, and can't be changed.

It sounds to me like there is noise in between your CM15A and your modules that is interfering with the transmissions.
1) If you unplug the TM751, do the modules still work with Inisght remote? That would be another indicator of noise.
2) If you turn the units on with the remote, can you turn them OFF from AHP? That would indicate that AHP is not sending the right commands for them. They may need to be defined as "Old Lamps - non Soft Start" modules. This applies even for the WS-13A, for which AHP seemed to be sending Extended Dim commands if defined as a "Lamp" instead of an "Old Lamp".

The CM15A does not have a very good reputation for great RF reception distances. That is why we have many modification threads.
Also the CM15A in Hardware Configuration can be set to NOT resend the RF commands on the power lines.
Tranceived House Codes is where it is configured. It is possible the House Codes you are using are not enabled. Also some have found the Auto choice missed House Codes in  use. I used specific and checked all the House Codes.

It may not be (only) noise. It could be that the signal path (not the actual distance) from the CM15A to those modules is long enough that the signal attenuates too much by the time it reaches the modules. Of course, any noise or signal-suckers along the way don't help the situation.
If the modules and the CM15A are on opposite phases, then (without a bridge/coupler/repeater) you have a long signal path is through the pole transformer.
