I found X10dispatch installed on one of my old laptops Ver 3.7.3
I'm not sure if that was the last build but a link to the last build is available on my Forum in the X10dispatch section.

To enable flood detection go in to options/Configure Settings/Misc
Check enable flood detection
Set the flood count and Flood sec (not sure if 20 for each is the defalt or what I found worked best in my setup)
Select the macro to run.
click save

If the select macro drop down is empty then you'll need to create a macro in the Dispatch Macros section.
you may also need to enter your email and configure a few devices so you have some extra options for the macro.

Some have asked for this option to be added to PCC and I did add code so PCC ignored repeated commands but not send an alert.
I'll see about expanding on the code to send an alert.
