New X10 control issue.

In my living room, I have (2) 8 channel mini controllers.  I use channels 5-8 for lighting and leave 1-4 open for Christmas decorations.  Everything is on the same circuit.

Controller 1 is plugged into the same outlet with Module 1, Module 3, a Module 7 (there are two), and a Module 8 (there are 3).
Controller 2 is plugged into the same outlet as Module 2, Module 3, and a Module 8.

Controller 1 operates everything perfectly.
Controller 2 operates everything except Module 1, BUT Module 1 responds to "All Lights On" and "All Units Off" commands.

There are some other decorative lamps plugged into these outlets but nothing else.  Elsewhere on the circuit (in addition to the remaning modules and other lighting) there is a TV and the associated electronics, and a ceiling fan.

Ideas?

Tried swapping controllers, no difference.

Switched modules 1 and 2.  Now there are no issues.  Dont understand why.

One possibly is the electronics noise or signal sucking. 
Some modules are more sensitive to noise and signal levels.
If some of the modules are the X10Pro ones with AGC and others no AGC. That can make a difference.

The controllers signals maybe different between the two of them. Like strength or frequency. The X10 120 kHz frequency is not too close in some controllers.

If the modules you swapped are on different X10 addresses. Module dials have been known to get dirty. Rotating the dials when you exchanged them cleaned them up.

Age of modules. Modules have been redesigned occasionally and they may not work exactly the same between hardware revisions.
