I have a Radio shack Plug-n-Power grounded appliance module (Similar to AM486), Which is connected to a small window fan. At times, when I go to turn this module off, It'll turn off, then for some reason, immediately bounce back on. Pushing the OFF button on the controller a second time will turn the load off. I have been able to replicate this problem at least 7 times. The module isn't that old either. Any idea to the cause of the problem?

The appliance module has a feature called Local Control. Basically if the module is off and you cycle the power switch on the load it is controlling. The module turns back on.
As a short test. Turn the fans power switch off. Then turn the appliance module off. Turn the fans power switch back on and see if the appliance module again turns on. It most likely will. That is normal.
Most fans don't generate enough noise to trigger an appliance module back on. Many CFL light bulbs do.
Another thing to see if it is the local control is use a power tap so you can connect the fan and a standard light bulb to the appliance module and see if it then acts more normal.
There are modifications that can be done to an appliance module to disable the sensing circuit. That does require disassembly and loss of warranty.
