Yes it is very possible but not normal in every case.

The Power Bar may have a noise filter in it that is absorbing the X10 Power Line signals and they are not getting to the LM15A
Also TVs and assorted electronics can again absorb X10 Power Line Signals or be making noise on the AC Line again killing the X10 signals to the LM15A.

Maybe a X10 Power Line Filter on the Surge Strips power cord and connecting the lamp directly to an AC outlet may help.
Size of filter maybe determined by what is connected to it.
Should be designed for X10 use as generic line filters may again absorb X10 Power Line signals.

If you programmed it in a different outlet. It is also possible the new location is on a different circuit and maybe the other phase of the homes wiring. With a phase coupling problem.

See if you disconnect the power bar and just connect the lamp to the outlet. If it then will turn on and off.

Normal incandescent or CFL type bulb in the LM15A?

no, the lamp  was alone on the wall switch.

Also, if i connect my laptop in the same wall socket, the x10 LM15A dont work.

They are very sensitive.

You have noise issues. Very common, and fairly easy to fix. Read the links Brian H sent.
