Of course... the Powerhorn (SH10A) only works when used with the DS7000 security console. Are you setup correctly?

You could be on a different phase (even moving it around... I guess)... try putting the siren on the same plug as the console.

The SH10A responds to a constant cycle of On and Off signals to the address it is set to or a cycle of All Lights On All Units off to the House Code it is set to.
Do you have a way to send some on and off codes to the SH10s address?
It has to be around a one second time between the on and off. Usually take three to four cycle's for it to start and then abut 3 seconds for it so stop after the signals stop.
Another test is send an On to its address then a Dim or Bright command. It should ding or dong depending on a bright or dim being received.

I tried siren on the same plug as the console on power strip . I tried change the code to I1 and I13 still don't work.

Try not using a power strip, or unplug everything except the siren and the SH10.

Do you have any Light Modules on the Security Code address and do they act correctly?
If you set the SH10A to unit 1 to 4 and same house code as the console.
Using the SH624 Security Remote Button that matches the SH10As unit code. Pushing the on and off button for that unit code at about a one second cycle. Should trigger the SH10A.
