Could be a few things.
Power Line Noise or signal suckers.
Signals on one phase of the home can not reach the other phase.

First you are not using the CM15A in a filtered power strip are you?
Is the computer and accessories in the same outlet as the CM15A?

If you can give us some details on your system. It may help in finding your solution.

Here are a few of many helpful threads and tutorials on X10 problems.

Yep - can't supply too much information.
For 'zample, when you say "it works" - do you mean it can talk to all, most, some of your modules?
Are the PLC or RF modules?
Is the CM15A sending or receiving ok?

For me  - It ended up being a permutation problem - I had to scatter modules around the house, and then move my CM11A until I found the combination that gave me the widest coverage.
