I read the NYT article and it says President Bush passed legislation to modify incandescent bulbs, not eliminate them. The mods start with 100 Watt bulbs.

I have a few of the 72 watt halogen ones that are the replacement for the old 100 watt bulbs.
They seem to work OK.
