Are you trying to totally disassemble the WS13A or remove the paddle to access the House and Unit Code Dials?

I will see what I can find out.
Is it completely dead or works partially? Like it clicks or the Red LED goes On and Off.
You have verified the Line and Neutral connections are good and have power on them?

I have not found anything on disassembling an X10 WS13A or X10Pro XPS3.

I looked at an XPS3. It looks like it has a push in type friction fastener on each corner of the front plate.
If you try this you are doing it by a best theory I have. You are on your own as to wanting to proceeded.
If you remove the paddle and its frame.
Lightly tighten all the wire clamp screws to keep them in place.
On the back of the switch is a small hole where each of the pushed in friction pins are inserted from the front.
You maybe able to use a small punch pin to lightly tap the friction pins out from the back. While supporting the front side to allow the pins to push out.
