Title: KR19A remote and PAM04 220 volt appliance module

Does this combination still requite the use of a separate transceiver module to work? I get no response with default house and unit codes.

yes the PAM04 responds only to PLC  the  KR19A is a RF transmitter you need something to convert the RF to PL .
A transceiver like a TM751 would work thought there are more robust transceiver options
