Title: XPS3A and WS14A

The XPS3A work find, but the WS14A has some thing wrong.  I can turn the light off but not on.  This is the 3-way switch.   What do I need to do to make the WS14A work as well as the XPS3A?

Sounds like you have the WS14A wired incorrectly to the XPS3A. Sounds like you have the switched load wire on the Line connection of the WS14A so it can only send a control signal to the XPS3A when On.
Can you give details on how you have then connected as the wiring diagrams for each show different connections for their respective mates; as the XPS3A and WS14A are not used together normally; a custom plan maybe needed to do this.

This is what I connected.
SW14A: Red wire to switch port.  Other two line (white and black) go to two line ports. 
XPS3A: Red to control, white wire (neutral) to neutral, white wire to load, black to line

Swap the back and white in SW14A did not help.  SW14A can turn the light off only.
