I will install my x10 home alarm system in Mexico. I like to register on the alarm system several cell phone numbers to dial out in case of an alarm activation, but here is the question; In Mexico to dial any cell phone number you need to dial 13 digits in total, can I program 13 digits in the main x10 box to dial out a phone number ?

No, 12 numbers is the limit.

The inability of the phone dialer to handle 13 digits makes the entire X-10 alarm system almost useless in Mexico. I have an old dialer from 1980's era that works with 13 digit Mexican Cell phones. I felt like an idiot after recommending X10 and having all my friends in Mexico buy a system... but then I was stunned to learn that all new models wont handle 13 digits. I have sent emails to X10 about this problem with never any response. BRING BACK THE OLD ONE THAT WOULD HANDLE 13 DIGITS! There are 100 million Mexicans... surely the market is large enough to run some production on the old model again.

That's a no brainer I agree seems like x10 just doesn't want to make money sometime how about the electricity is it compatible with the X10 unit. ???

World electric guide indicates Mexico is 127 volts 60 Hz. Outlets same as our two and three pin.
The only thing I can see is the 127 Volts AC maybe on the high side of most of our devices tolerance.

I agree well x10 should make one just for that market it seems to me to be a tremendous opportunity and potential for a low priced alarm system seems made to order for that area. I mean 100 million potential new customers!!!!!
