Assume dead batteries.  Replace.

What is the default time delay setting of the MS16a motion sensor?

The wiki page indicates the default is the Analog Pot setting.
It ships with the analog pot set to one minute.
So if you had adjusted the pot it will be longer.

From the factory it is one minute but adjusting the pot will lengthen the default time after a battery change.
