Title: Settings has Applications where accounts & sync should be

My Airpad 7p has no way to access Accounts or add them - therefore, no email, gmail, or anything requiring Google account.
I reset the device to factory settings - did not help.
Does anyone have an Airpad 7p that does show Accounts & settings after selecting Settings?
