I had to replace my PI X-10 hub. I loaded buster it works. Home Genie is working (I was able to restore from backup). HA-Bridge is 5.3.0 it is missing the HomeGenie tab and will not load the backup. How do I get HA-Bridge to have the HomeGenie helper?

In HA-Bridge go to configuration and scroll done to the HG setup you may have to enter the HG info again since a restore isn't working.
Remember there are two restores 1 for the server configuration and one for devices.

Now HomeGenie appears and I can turn the devices on and off by the web page for Home Genie and HA-Bridge but Alexa will not control them. They do get discovered but will not let the on/ off button be shown on Alexa app and will not respond to voice control. I assume I configured HA-Bridge wrong. Any Thoughts?

Try forgeting each device in the alexa app one at a time forget all doesn't work. Once all devices have been forgotten do a discovery again. Be sure you can turn devices on and off from HA-Bridge and Alexa still fails I'd open a issue on the HA-Bridge github.

I have forgotten them and still nothing. Would I be better treating them as Hue devices instead of Homegenie?

Only if they are hue devices. If Ha Bridge will turn on the device but Alexa won't the issue is the Alexa interface.try stopping HA-Bridge then in the Alexa app forget the devices then rediscover with the bridge not running. If Alexa still discovers them they're not getting removed for what ever reason.

The amazon app just blinks the on/off switches and the devices are unresponsive.

I never had much luck using the Alexa app for toggling any device.
Amazon is constantly adding and changing things with it.

So, after doing nothing for a week, everything started working. No, I made no changes! Bewildering!
