Title: Save before opening another file-- always exits

In 3.171, if you make a change to a data
file, don't save it, and then try to open
another file instead:  you get the
prompt 'do you want to save before opening
another file?'.  If you answer no, AHP
brings up the File Open dialog box and then
immediately closes AHP.

I'm not seeing this when I try it here, but
we'll take a look at the code and see what's
going on.
