Title: Hardware Configuration table is showing wrong dusk/dawn times

Hardware Configuration table is showing
wrong dusk/dawn times, Vers 3.180, (already
in previous Vers.)
1.)
end of Dec:
12/31-01/02  8:25  16:37  ->correct
01/01-01/03  9:25  17:37 -> incorrect
2.)
wrong times from January to end of March...
3.)
Daylight-saving-time transient
Incorrect in Spring:
03/20-04/01   07:01 20:00
04/01-04/03   06:58 20:03

Correct Time Jump in Autumn:
10/23-10/30   8:14  18:05
11/01-11/03   7:16  17:01

My hardware configuration shows Asia in the
Western Hemisphere and the times are
backwards, showing dawn at night and dusk
in the morning.  I live in Okinawa and it
shows dawn at 00:19 and dusk at 10:56

I've confirmed this. We need to correct the
processing of the city data for outside US &
Canada.

Reminder for X10/AHP:
The Daylight-Saving-Timechange is going to
happen in Europe on last Saturday/Sunday in
March, Date is 26/27.
Can we expect an update before that date ?

In the last two updates I could not make out
any changes in the dusk/dawnn tables so far.
