Is there a device that can send x-10 command over the Internet?

Yes! A computer will send the info! ;)
Depending on what PC interface you have at the other end (recieving) will dictate the software you need!

Well, I figured that - but I was hoping for a solution that wouldn't require leaving a computer on (especially when I need to take my laptop with me!).

You'll find an old PC the cheepest way to do it! ;)
You don't need a monitor!  ;)

It allows you the ability to send commands via MSN Messenger.

If you get it to work, I'd like to hear how you find it.

The Free X10Dispatcher works to send x10 info over the internet via MSN or a server you set up on the machine that has a CM15A or CM19A connected to it! And is worth trying as icehole stated.
It can be a little confusing to setup as there are many options now and it is capable of doing lots of things! ;)
Unfortunatly it needs a PC connected! :(
