Can only control light when OTHER light is ON

I have two light switches in my kitchen.

One of them (just a manual one - not an X10 one) controls both a low-voltage lamp and a CFL bulb. The other is an X10 Pro PLW01, controlling only an incandescent lamp.

I can control the PLW01 just as expected from a remote or from my ActiveHome Pro installation, AS LONG AS THE OTHER LIGHTS ARE TURNED _ON_. As soon as I turn off that switch (and the low voltage lamp and the CFL), I lose control over the PLW01. The switch itself works, but it cannot be controlled remotely.

The two switches are in the same wall box, and on the same breaker, so there's no phase coupling issue.

Any ideas?

My guess, the two switches are cross connected.  When you turn on the manual switch, the hot side goes both to the side controlling the low-voltage lamp and a CFL bulb and the hot side of the PLW01.  Recheck the wiriing.
