SS13a wall switch

I have 3 ss13a wall switches set to house code E and the first set at 3. The no 3 sw does not want to work most of the time. Sw 4 and 5 works 99% of the time. I have moved the receiver and switched house codes with no luck.
I have a harmony 880 remote control and using the ir 543 control unit to control the lights. All lights works good using the 880 remote.
What could be the problem?
