While just plugging in a lamp module is unlikely to be an issue, some localities require you to be an electrician to simply change a light switch. No one here is likely to know the laws for where you live. The question to ask, once you find the right person, is "What, if any, requirements are there for one to do light electrical work such as replacing a light switch for hire." Don't confuse the issue by mentioning X10. The person you ask won't know what you're talking about. Your local library
may have the information or at least who to contact. Also your local Home Depot or Lowes
might be able to give you the next best answer but to be sure check with your local authorities as Charles suggested. If there is any doubt, get a copy of the laws in writing.
