Vanguard Internet control

Hi.
I have a question that hope someone can answer.
I understand that with the Vanguard Internet control software I can view my cameras remotely over Internet.

Question 1.- Can I also pan and tilt them over Internet ?

Question 2.- What kind of IP adress do I need, Dynamic address or fixed address ?
