Let's try again...how to control Vanguard camera with 3rd party viewer

I'm trying to use a third party viewer/controller with my Vanguard camera. I need to figure out how to control the PTZ features. The viewer has controls for these, but doesn't recognize the X10 stuff. One of the programmers at the third party has offered to try and write a dll for it, but tells me he needs the SDK/API codes. This is a bit over my head, but if someone can point me in the right direction it would be appreciated.
