old X-10 appliance module

I have an old X-10 appliance module that has powered a fluorescent fixture (an old double 8' T12, wire ballast unit) for years.  The old unit failed and I replaced it with two 4' electronic ballast T8 fixtures.  Now the lights come on as before but when shut off they come back on in about one second.  This is repeatable and I can hear the module clicking off and then back on (by itself.)

I assume this is a cross talk or feedback problem and one of the newer units or a filter might solve the problem.  However, I have no idea what to order.

Suggestions and maybe a model number would be welcome.

Try connecting a small 7 watt incandescent bulb along with the new fluorescent ones to the output of the appliance module.
If they then work correctly. The Local Control Sensing is retriggering the module.
There are mods for the module to help correct this.
Also the new design CFL friendly appliance modules may also work fine with the new lights.

SOLVED !    Thanks Brian, I used a common night light and it works as you suggested.  FYI the bulb is only 4 watts but seems to work fine.

Yes my post was not too clear.
I usually indicate a night light bulb. Most are now 4 watts and not the older standard 7 watts.
