Installing the OCX (for IE only) Camera Model XX39A

I have a Indoor Wireless IP network Camera Model XX39A. I have gone through the steps in the User Manual but when I get to the step 2.5 the OCX
won't load. I can check Mobile Phone and log-in using admin as user and password blank. I may have missed something but I've gone through the steps many many times. At first I only turned off my Norton firewall and virus protection  then later I also turned off the windows firewall and tried. If anyone can help I would be thankfull. I am using Windows 7 Internet Explorer Browser.
