WS12A configured as LM14a turns on dim and won't adjust to timer brightness

I have two of these switches (ws12a).  One works fine, the other does not.  Boiler's discussion on similar issues was excellent.  After configuring both switches as LM14a, one seems to work and the other does not.  The lights come on but at the most dim setting and they don't brighten up to 80% as configured in the timer.  The only other difference is the switch that works controls only one light while the one that does not work controls 4 light sockets (only two have bulbs).  Could that be a problem?

First determine if your WS12As have soft start and preset dim.
Then depending on what version AHP you have calling them a LM14A may not be needed.

If they ramp On and Off they are soft start.
If they go instantly On and Off they not soft start and should be defined from the Old Lamps (Before Soft Start).
If one is soft start and one is not. With both set to the same X10 address. Let us know.

A WS12a appears to be an Old Lamps as it appears that way in 3:310, I suspect every version after that shows the WS12A as in Old Lamps.  I don't believe the WS12A was was not remade as Soft Start.

Correct Dan.
The WS13A-L and the X10Pro XPS3. Are a relay type and do not dim.
To confuse things more. The WS13A-A is in the Appliance Tab.  rofl

Both switches are new and my understanding is they shoud both be soft start.  I may need to clear the preset dim on the one.  My timer turns the switch on and is supposed to set the dim to 80%, but that isn't happening.  It comes on, but it is at the lowest dim setting...I'm guessing that is the preset I need to clear.  I'll try this later...
