Yes. All you need to do is be able to have the CM11A send the wanted X10 address and an On or Off. Three times after putting it in the programming mode with the set button.
Send an Off to disable local control sensing or an On to enable local control sensing.
Page 8 of the manual davew linked you to has all the details.
I programmed mine with a HR12A Palm Pad and RR501 Tranceiver.
