....will this (UX23A) work with a new DVD Player/Recorder?...played with x10 security 10-15 years ago and still have few items I would like to use if possible...thanks in advance

It may if it is a old brand name manufacture that has been around.
You may be limited to what it can do as X10 never updated the codebase.
If it is a newer manufacture most likely not
