Another Wall Wart problem (but NOT X-10)!

Wall warts can cause all kinds of X-10 signal problems but this time was different.  A few weeks ago I noticed that I was having a lot of very brief internet outages (see below). There's a lot of construction going on around here so I chalked it up to that but after a week of it getting progressively worse I started troubleshooting. 
Turns out that the cable modem's wall wart was the issue.  While it measured 12 volts it apparently was no longer delivering the 2 amps the modem needed.  The same thing happened last year and a new wall wart solved it.  This time though, I used a 3 amp wall wart to provide a little extra headroom so I'm hoping it'll last longer.
The outage graph (from SamKnows) below shows what was going on.

I had an issue with the wall wart for my both my ISY99i and ISY994i.
The ISY994i started to get touchy. And when I tried a power cycle restart.
It never restarted. The LEDs on it just pulsed.
My thoughts the slightly higher starting current was too weak.
