PS561 only dials 1st Number

Aloha,

I have the PS561 Control panel and when
testing it it appears it only dials out to
the forst number and never tries the 2nd
3rd or 4th number.  I do shut off the alarm
after tripping it but I would think this is
what a Burgular would also do.  Does the
alarm have to continue to sound in order
for the 2nd number to be dialed?
