466 Lamp Module power question

I have a 466 module triggered to turn on at dusk, off at dawn with a light sensitive night light plugged in.  My thought would be that the motion sensor would trigger the module to turn on in the room.  The night light would only turn on when it was dark.  If I turn the lights on in the room, the module would turn on, but the night light would stay off.

I noticed however even if the 466 module was off, that the night light turned on,  not full brightness but on, never the less.  If I turn the module on,  then the nightlight goes to full brightness

My question then is why would the module still have power if turned off?   Any concerns with what is described above.

The night light is a low watt LED

This is normal, the module supplies a small amount of current to the load to sense if you turn on the appliance/lamp locally (i.e. at the light socket). Very small loads like night lights may light because of the sense current. A 4 or 7 wattt night light will not light.

Yup Local Sensing current. I believe X10 says 40 watts minimum lamp size for lamp modules. The LED type is probably easily turned on by that current even at partial brightness.

Is there any concern in not meeting the min 40 watt?

Just the partially dim light as you have seen.
