I live in Mexico and to dial a cell phone here you need to dial 13 digits. Is there something I can do to program my cell phone on the security console?

I don't know if there is a way around this. This question was asked before but it doesn't appear to have been resolved. From this post, it looks like the older ones could but were never designed to, and newer ones do not.
