dim indicator light on WS13A module

I am using 2 - WS13A modules to control 2 different CFLs.  The modules are in the same wall box and are fed by the same feed cable.  The modules work correctly using AHP and when using the manual switch however when both modules are turned off one of the two has a dimmed indicator light .  I do hear the relay click when I turn it on or off and when on, the indicator light is bright.   Any help would be appreciated
