All off and all on commands toggle a switch

Basically if I press all on, all switches will come on but one of them comes on and then shuts off after a couple seconds.  This is very repeatable and I tried two different transceivers.  Any idea why something like this would occur?

Please provide some information about what you are using: hardware, software, etc.

Sorry, did not even realize I was in the wrong forum.

No software.  Hardware are the basic light switches, IR-543, transceiver, and motion detectors. 

An additional symptom is that motion sensor is set to A1 and when it is trigger it turns on A1, but turns off A2.  After the delay has timed out, it will shut down A1 and turn A2 back on.  No idea why this might occur since it should only be working on A1.

Motion sensors have a dusk dawn feature  :'. Turns on at dark and off at light. It is on the Motion Address +1 Unit code. So any of your modules on A2 will go on and off as the sensor see light and darkness.
If by chance you have a light on A2 and it shines on the motion sensor set to A1. You can get a on off cycle that is continuous.  :o
So in your setup make sure that you keep any motion address +1 Unit code in mind while setting up your equipment.

So this could very well explain both phenomena that I am seeing.

I looks like I will need activehome to solve this problem since I already have all the numbering schemes setup and it would be pretty difficult to change now.  But if I use activehome then I can reassign everything with macros right?  Not such a big deal.

If the sensor sends an A2 on and off for dusk and dawn. It is a direct command on the power line. Any module addressed at A2 will respond.

If you can readdress the modules; then your Stick-A-Switches [that is if I saw you post in another forum] maybe able to control what you need with a macro and AHP. Though motion A2 will still match one of your buttons.
