ws13a help

i bought the ws13a to control my outside lights.  I found a group of white cable bundled together not being used.  I assume those are the neutral cables.  Anyway, the old switch had two black (no red) cables in it.  I took those and connected those to the ws13a.  I also connected the white cable to the neutral.  The red indicator light on the ws13a is on but the outside lights are off.  If I press the ws13a switch, the red indicator light does not turn off.  In short, I cannot turn on or off the lights.  I'm doing this from the switch itself, not thru the remote.  I've also switched the black cables around but still no luck.  please help.

Does the switch clunk when you push paddle? It has a mechanical switch in it that you can hear when it actuates.
Is this a single switch setup or was the old switch part of a multi-switch setup. Like a three way?
Are the white wires connected together in a splice going to other locations?

i don't remember if i heard a clicking sound when i push  on it as i had put the old switch back.  I do hear it (but disconnected).  This is a single switch setup just like what the setup is now.  The white wires were clumped together and are not connected to anything.  There are two other switches in this location that controls other lights.  None of the white wires are connected to any of them.  There are four white wires that goes back to the wall.

Maybe the WS13 is bad(?).

If you have a multimeter and are very cautious, you could try measuring between the white wire bundle and the two black wires on the switch with switch OFF.  If one on the black wires is 120V ten you know the white wire bundle is neutrals, so the switch should have worked.
