Troubles with Active Eye Sensor Trigger

I am been working on an issue with the Active Eye Sensor controlling my lighting.  I want the motion sensor to trigger on a person or car in my driveway.  I have mounted the sensor about 6 feet off the ground located in a location that would detect any movement.  I have an Active Pro macro configured that is triggered from sensor (on E1) that is will turn on an outside light (E2) and an inside light (A5).  I have a TM751 (set to House code "E") installed close to the motion sensor.  The motion sensor is set to be house/unit code E1 and is set to sense motion at night and not to turn on Unit +1 at night and off during day.  This was programed by pressing the Unit Code once followed by the house code being pressed twice.  I also have it configured to wait 4 minutes after motion until off is transmitted. This was configured by pressing the house code once followed by Unit Code being pressed three times.  Each of these codes are played back if I enter the appropriate commands to read the configuration.

The sensor appears to work, as I can see if blink when I walk past it at night.  The Active Pro event log shows the event trigger, but the lights do not turn on.  This is the first time I have configured the motion sensors, so a setup error is certainly possible.  However, I have noticed that it appears the TM751 is not always turning on.  Does the turning on of the TM751 have any bearing on this problem? 

Is this setup correctly? Any suggestions?  As a note, I have a coupler installed on my dryer outlet. The dryer is about 20 to 30 feet from my circuit box.  However, currently all the circuits under x10 management are on the same phase in my house.  This morning I have moved the TM751 to the same circuit as the outside light (E2) and replaced the motion sensor batteries to make certain this is not contributing to the problem.  Any and all suggestions are welcomed. ???
