I have WS13 , WS467 switches whay all work fine my Home Link 30007 controller and TM751 transciever but the CM15a it's hit and miss depending on the time of the day it will respond fine but other times it will not respond or will turn the light on but not off but the other controllers will work just fine! and the the status on the CM15a will show the command went out but nothing happened but if I plug in the TM751 in the same outlet it will work fine.

Do you have both the TM751 and CM15A in the system together?

If you have both in the system. Is the CM15A set to tranceive the House Code your Home Link Controller is using and is the TM751 also on that House Code?

no the CM15a is a replaceing the TM751 (no house code settings on unit just on-off) as it does the job of the transciever it was working for the most part but noticed the lights didn't turn on on their preset times and thought the timer wasn't set right but looked closer when the remote HR12A didn't work and new batteries didn't fix it and the CM15a showed the command sent but nothing ,rebooted the CM15a still nothing after 5 mins I could turn the WS467 on but not off then it was hit and miss with the WS467 and WS13 and decided since they all worked before the CM15a removed CM15a plugged TM751 into the same outlet was working fine no issues .

It sounds like you have a marginal signal.  The TM751 sends a PLC signal which is substantially higher than that from a CM15A.

and the intersting thing is the TM751 or MC460 plugged into any outlet will cause the CM15 to not respond..

You may have a marginal power line signal. The power line transmitter in the TM751  or MC460 maybe loading the signal down and the CM15A now has a problem reaching the switches.
Also the TM751 is not polite. So if the CM15A and TM751 receive an RF command the TM751 could step on the CM15As signal.

the CM15a is a replacement for the TM751 as it does a transciever already the strange part is the TM751 worked fine for years in the same outlet the CM15a now uses but like someone else said the signal is weaker
( I have no idea why they made the signal weaker) but it's for sure not as strong as any of the legacy controllers. and of course the poor range to the transciever but that can be fixed with antenna mod.

You may wish to read through the thread I started a couple of days ago: "CM15A line frequency adjust", where I discussed a similar problem.  I have modules dating all the way back to the BSR days, and my system ran for many years on first a GE and then a RS rebranded HomeMinder.  Like all of them, the video chips expired and I purchased a CM15A to replace them.  It worked marginally at first, but I got by.  Then it started getting more erratic, and I eventually discovered the CM15 was simply on a different frequency than the rest of my system.  Adjusting it (out of spec) to my system frequency restored performance.  If I ever have a couple of days with nothing to do, I MAY retune all my dozens of modules to 120 Khz, but adjusting one CM15 was a lot easier choice for now.  So that may explain your problem, but doesn't give you a good way to fix it.  As mentioned in that thread, I measured the output level of the CM15, and it is essentially the same as my old Command Consoles.  Didn't measure a TM751, but I expect it is in the same ballpark, as the output circuits are all very similar.
