MS14A problem

I have a MS14A outdoors set to turn on an indoor light and then turn it off after 1 minute.  The sensor turns the light on just fine, but does not turn the light off.  If I bring the MS14A inside it works just fine.  I installed brandnew batteries, but it does not fix the problem.  The signal is going to an RR501 transceiver.

When outside are you sure the one minute time isn't getting reset/restarted by more motion?
When it is outside does the red transmit light flash after the one minute time out?

More motion could be a dog, AC unit, traffic or a bunch of other stuff couldn't it. Or maybe once outside the motion sensor is at the edge of it's range to the RR501 transceiver and signals get missed. Maybe if the RR501 could be moved closer to the motion sensor.
