XPS3 Doesn't Turn Off LED Lights

I've searched and read a lot of posts on this issue, most of which suggest modifications to an old-style XPS3. I've purchased these in '09, drop-shipped from X-10, so I'm positive they're newer. I have seen no mention of modifications to the new-style XPS3's.

I'm using approximately 110V 3-4W LED bulbs that dim and brighten very well with the XPS3, but once they dim to off, they pop back on to about 10-20% brightness in the full off position, even when I have 4 of them on the same switch, a 14-16W total load. They are in 110V MR16 mini can light housings, so the bulbs themselves have built-in 110 to LV transformer.

Could this be a different problem than what everyone else is talking about? Any help on this would be greatly appreciated! Thank you in advance.

XPS3 is a relay type switch and does not dim.
You are not using a XPD3 or XPDI3 are you?

LED bulbs need very little current to keep them on partially.
The XPS3 has a small amount of current on the Load side all the time. To detect if the switch is on or off.  This small current when off can keep low wattage LEDs glowing.
You may want to try a 47K {47,000} OHM 1/2 Watt resistor from the Neutral Terminal to the Load Terminal.

If you are using an XPD3 that steals power through the load. They definitely will glow.
If you have the XPDI3 for inductive loads. It has a neutral wire for power and maybe OK with a 47K 1/2W again between load and neutral.

What davidahn is describing sounds more like the LED lights have a switching power supply in them. 
It sounds like you need to disable the local sensing circuit in them.

The XPS3 does not have local control.
It does have the is my present state on or off sensor. That can not be disabled.
If it is disabled. The module will start sounding like a machine gun as it tries to turn on or off but does not see the change.
Yes the 47K resistor mentioned in the link is the one I was pointing out.

I don't think the XPDI3 or XPD3 have local control.
