XPCR Wiring Help Needed

I wired in my XPCR as shown in the diagram, but I didn't see the red led light up when I sent X10 Signals.

Can anyone help?  Here is how I wired it in:

As a test. Can you try using a X10 controller or transceiver with remote. In a few different locations in the house.
That would test to see if it works at all and you have signal problems from where you controller is normally and the breaker box itself.
